It is part of a system based on surveillance, censorship and threats to restrict the right to freedom of expression. To stifle voices they do not tolerate, the authorities routinely press trumped up criminal charges against people who raise peaceful criticism, including human rights defenders.<\/p>\n<p>Vietnam is \u201cthe world\u2019s second biggest prison for netizens after China,\u201d according to Reporters without Borders in its 2012 Internet Enemies report. The report highlights imprisonment and other repression against netizens, i.e. online activists, worldwide.<\/p>\n<p>There is a tendency to overlook Vietnam\u2019s human rights abuse. China and Burma inadvertently steal the human rights limelight, leaving Vietnam to look like the good guy in the region. Clearly, it is not.<\/p>\n<p>Independent media is illegal and blogs are prohibited from disseminating \u2010 and even linking \u2010 content that opposes the government. Bloggers and online journalists are subject to arbitrary detention and lengthy prison terms for expressing views that the government considers harmful to national security or disturbing to the social order.<\/p>\n<p>Despite repression and control, growing numbers of Vietnamese people are braving the threats, finding ways to voice their views about issues like corruption, government policies towards China, land grabbing and police violence. En d\u00e9pit de leur approche pacifique de la protestation politique, tous ont \u00e9t\u00e9 arr\u00eat\u00e9s et d\u00e9tenus sans proc\u00e8s, sans acc\u00e8s \u00e0 une repr\u00e9sentation juridique. De m\u00eame, Viet Khang (Vo Minh Tri), un musicien qui a particip\u00e9 \u00e0 des manifestations pacifiques en 2011 et dont les chansons critiquent la brutalit\u00e9 polici\u00e8re, est d\u00e9tenu sans proc\u00e8s. La m\u00eame chose vaut pour Bui Thi Minh Hang, une militante qui a \u00e9t\u00e9 envoy\u00e9e en \u00ab\u00a0r\u00e9\u00e9ducation\u00a0\u00bb, sans un proc\u00e8s ou tout semblant de proc\u00e9dure.<\/p>\n<p>Le Vietnam est signataire de la D\u00e9claration Universelle des Droits de l\u2019Homme et du Pacte International relatif aux Droits Civils et Politiques. Dans cet esprit, on s\u2019attend \u00e0 ce que votre administration respecte et fait respecter ces conventions \u00e0 chaque occasion. En cons\u00e9quence, je demande au gouvernement du Vietnam de lib\u00e9rer imm\u00e9diatement et inconditionnellement le blogueur Paulus Le Son, les 16 jeunes militants susmentionn\u00e9s, Viet Khang, Bui Thi Minh Hang et tous les autres prisonniers de conscience.
